At&t announced a surplus in IBEW 21.

The announcement raised questions among employees regarding
next steps and the potential impact on their roles.

In an effort to address workforce imbalances and navigate
the challenges posed by shifting operational demands, the Company has engaged
in discussions with the Union to find mutually agreeable solutions. These
measures are designed not only to mitigate potential disruptions but also to
ensure fairness and clarity for affected employees.

2Q2025 IBEW Enhanced SIPP Talking Points

The Company has notified the Union of a force surplus in specific titles
in specific business units:

 Customer Systems Technician
 Cable Splicing Technician
     ("Splicer")
 Telecommunication Specialist

Mitigation Efforts

To address these surplus conditions, the Parties have agreed to allow the
Company to extend conditional enhanced general Supplemental Income Protection
Program (ESIPP) offers to certain Eligible Employees.

Enhanced Payment Details

Eligible Employees approved for ESIPP will receive the standard SIPP
payment outlined in Article 30.24, with an additional $50,000 enhancement.

Application & Approval Process

Deadline: ESIPP Candidates must submit the
ESIPP Acknowledgement Form by June 12, 2025, at 12:00 pm EST (11:00 am
     CST).
Approval Criteria: Candidates will be approved
     based on targeted surplus conditions.

Surplus Resolution

The Company and the Union will
meet through multiple steps of matching interested ESIPP candidates with
employees in surplus titles and locations.
If a surplus remains after ESIPP
approvals, employees in the same job title/location/business unit will
have the option to preference a transfer to locations vacated by ESIPP
     Candidates.
 If surplus still exists,
involuntary matching of qualified surplus employees to ESIPP Candidate
locations may occur. Employees in surplus areas are strongly encouraged to
submit preference requests for locations/positions they find desirable.
The Company and the Union have
agreed to continue discussions throughout the process. Additional
information will be provided as it is available.

Employee Resources & Next Steps

 Eligible Employees should receive
an email from HR Web Admin with a link to the Surplus Transition Portal
(STP) to access the ESIPP Acknowledgement Form.
If an Eligible Employee has not
received the form, they must contact their supervisor immediately to
obtain and submit the form before the deadline.
 Approved ESIPP employees will
have an off-payroll date of June 27, 2025, but no later than July 11,
     2025.
 For any general questions,
employees should reach out to their manager.

For additional inquiries, employees should contact their appropriate
Business Rep or Chief Steward.

Friday, March 15, 2024 (12:00 PM CST) - Today, AT&T announced a surplus affecting employees represented by the International Brotherhood of Electrical Workers Local Union 21 (IBEW 21).   The announced surplus affecting IBEW Local 21 members are as follows: 2 – Advanced Computer Attendants out of 2305 Sanders rd. Today, the IBEW Local Union 21 Executive Board voted unanimously, with the recommendations of President Business Manager Paul Wright and retiring Recording Secretary Bob Przybylinski, to appoint Jackie Cheeseman Dorrough, to fill the remainder of Bob's term as Recording Secretary. Jackie is union to her core, she brings years of experience, dedication and commitment to her new position. Jackie has served as a Local 21 steward for almost 29 years. As Unit Recorder for over two decades and as an IBEW International Convention Delegate in 2016 and 2022. The much sought after, long delayed, highly anticipated 2022-2027 AT&T Core Contract is now finally available!  As many of you know and have been closely following the progress, this was no easy task for your IBEW representatives. What should have been a normally tedious but relatively straightforward process turned into a headache. The contract, which is over 490 pages long, was proofread by AT&T management and the staff of IBEW Local 21 who found and corrected errors, misspellings, misplaced punctuation, company name changes, and other items that needed attention since the 2013 contract was initially drafted. We appreciate the time and patience of all of our members who had to endure the delays of obtaining a final copy of this agreement.
