Dec 16, 2011 - AT&T offers SIPP & Off Hours Are on Hold

December 16, 2011- A general SIPP is being offered by AT&T management to employees working in the ABS and GNFO organizations.  A surplus has NOT been declared.  The off payroll date for this SIPP will be January 27, 2012.

At the ABS Global Service Assurance Center at 10 S. Canal in Chicago, Maintenance Administrators and Telecommunication Specialists will be offered the general SIPP.  Management placed caps on the number of employees allowed to accept the SIPP.  Telecommunications Specialists are capped at five and one MA is eligible. The one Customer System Technician working in the ABS GSAC will be offered SIPP and counts in the Telecommunications Specialist cap.

The Technical Associates and Telecommunication Specialists working the Illinois and Northwest Indiana FAA in the GNFO Central Office Operations group are eligible for a SIPP.  The SIPP for Telecommunications Specialists is capped at 41 and for TA’s the cap is 2.

There is a cap of one telecommunications specialist in each RCA however in the Chicago RCA the maximum cap is 20, the South Suburban max cap is 12 and in the North Suburban RCA the max cap is 7. 

Again a surplus was not declared in either of these organizations. Management is reducing headcount by offering the general SIPP.


In I&R management wanted to impose off hour scheduling and had already posted schedules in many locations.  Local 21 representatives brought up many issues with the company’s plan.  After meeting with labor relations we were able to get an agreement that the decision on the off hour scheduling would be put on hold until after the next scheduled meeting on January 4, 2012. 

The schedules that were posted reverted back to the numbers used on the previous schedule and those members who were working 4/10’s can go back on that shift if they desire.
